Hapilon was the leader of Islamic State Group in South East Asia. His leadership binds ties with the local rebels in Mindanao. He was the most wanted terrorist in the Philippines and his unlawful acts lead to kidnapping and killing hostages. He was the former leader of MNLF and becomes the second highest commander of Abu Sayyaf, a Muslim lawless group.

Hapilon was able to have US Government's attention for killing 3 US citizens last 2002. Hapilon's head has a bounty of $5 million. He was charged with (1)conspiracy to commit hostage taking resulting to death, (2) Murder of a United States National outside the United States, (3) Hostage taking resulting in death, (4) Conspiracy to use and carry a firearm during a crime of violence, (5) Using and carrying a firearm during a crime of violence, (6) aiding and abetting and causing an act to be done.

Last 2014, Isnilon Hapilon pledged his allegiance to the group ISIS in a video. Surpisingly, Hapilon was considered armed and dangerous-that anybody would not want to meet. As the government troops continue its operations to arrest the most wanted terrorist, Hapilon was able to gather local rebel groups including Abu Sayyaf and was then designated as the leader of Islamic State Group in South East Asia.
