Recently, Senator Panfilo Lacson was pointing Senator Ronald “Bato” Dela Rosa to explain the release of 120 heinous crime convicts because of the good conduct time allowance (GCTA) rule.


But a certain netizen named Bruce Villafuerte Rivera made a statement through his Facebook account, telling why he was blaming General Bato when in fact, he should also blame himself because he was one of those people who voted to implement the RA 10592.



He also said that the House Bill was simple only Art. 29 of RPC was only changed then they suddenly added the provision of Art. 94, 97, 98, and 99 in RPC which cause why it is a mess now.

He added that they commanded the SOJ and SILG to create an IRR but they didn’t change it and the BuCor and warden was the one who still determines it yet it is irrevocable.

Rivera also said that the former CGTA was only 5-10 days but they only give it for 30 days a month. He said that Sanchez was caught having a dru6s inside of the jail of where he is but they didn’t give any punishment but on the following month, Sanchez was only standing but he already gives him 30 days of credit. He continues not to blame anyone to the stupidity that happened.

Rivera stated that he was also be confused when he read the law that’s why maybe anyone can make a mistake about it. He also advised Senator and other Senators to check if there is something wrong instead of pointing out and blaming it all to someone.

So, it has gone to this. Blame General Bato for implementing a law that admits of numerous interpretations that resulted in an IRR that was drafted by Senator de Lima from which the handbook was based.

At dahil mahilig ka magturo, bakit si Sen. Bato ang inuna mo? Bakit hindi mo ituro ang sarili mo na bumoto na maipasa ang RA 10592? Ang House Bill ay napakasimple. Art. 29 ng RPC lang ang binago. Dinagdagan niyo ng provisions na Art. 94, 97, 98 at 99 sa RPC na hindi naman kasama sa Art. 29. Any first year law student will tell you that. Kaya nagulo. Ginulo niyo. At dahil impeachment ni Corona, nawala sa isip niyo basahin ang batas kasi busy kayo papano magpasiklab sa proceedings. Wait. So, walang aamin na nakaligtaan ninyo basahin ang batas kaya naipasa at naging batas “like a thief in the night”. At inutusan ninyo ang SOJ at SILG na gumawa ng IRR pero hindi niyo binago at ang BuCor at warden pa din ang magdetermine ng credits tapos irrevocable pa.

Hala!!! Hindi niyo ba naisip na ang dating CGTA ay 5-10 days pero kayo pinamigay mo to as much as 30 days a month for good conduct tapos kung gumawa ng bad conduct, parang walang nangyari. Kaya ayan, nakitaan ng isang kilo ng shabu si Sanchez sa loob ng estatwa ni Virgin Mary, walang parusa pero sa sumunod na buwan, nakatayo sa sulok si Sanchez dahil siguro sa sobrang bangag ay inakala nito ay rebulto siya ng Nazareno, aba…30 days ang credit. Kaya sana, before ka magturo at magpa-Herodes na hugas kamay….tingin tingin sa salamin. Kung kasama ka sa bumoto para maipasa ang RA 10592, yung pointing finger mo, i-dip mo muna sa sauce of accountability para malaman mo ang totoong kalalagyan ng daliri mo: dun sa kanang butas ng ilong ninyo at dukot pa more baka sakaling umabot sa utak.
